Why did Cuba kill multiple people on a Florida registered boat?

A violent confrontation off the northern coast of Cuba has left four people dead and six others wounded, sparking a diplomatic crisis between Havana and Washington. The incident occurred Wednesday morning near Cayo Falcones when Cuban border guards intercepted a speedboat registered in Florida.
According to statements from the Cuban Ministry of the Interior, the occupants of the vessel opened fire first, wounding a Cuban commanding officer and prompting a lethal response from the patrol.
The Cuban government has characterized the group as armed individuals attempting to infiltrate the island to carry out acts of violence. Officials identified several passengers as Cuban exiles living in the United States with reported histories of criminal activity. While Havana has not yet released the full names of all those killed, relatives in South Florida have identified at least one of the deceased as a United States citizen.
In Washington, Secretary of State Marco Rubio stated that the federal government is currently gathering evidence to determine the exact status of the victims and the circumstances of the shooting. Rubio described the situation as highly unusual and noted that various agencies are working to verify the details provided by Cuban authorities. Rubio did indicate that the boat was stolen. Meanwhile, Florida Attorney General James Uthmeier has ordered a state investigation into the killings, asserting that the Cuban government’s account requires independent verification.
