DHS Secretary meets with Dalilah Coleman, victim of illegal alien truck driver
Dalilah Coleman was just five years old when an illegal alien, who had been issued a CDL in California, rammed her vehicle with an 18-wheeler, leaving her with life-altering injuries.

Secretary of Homeland Security Markwayne Mullin visited this week with Dalilah Coleman, a little girl who was left with life-altering injuries after the vehicle she was riding in was rammed by an 18-wheeler in 2024.
“Yesterday, I had the privilege of meeting with Dalilah Coleman and her parents, Marcus and Ileana,” Mullin stated on X, sharing special video footage of his interactions with the Coleman family.
He continued, “Dalilah is just one of countless victims of illegal alien truck drivers. President Trump is calling on congress to pass Dalilah’s Law, to make it IMPOSSIBLE for illegal aliens to obtain commercial driver’s licenses. May God bless Dalilah and the entire Coleman family.”
The driver of the truck who struck Dalilah’s vehicle in 2024, Partap Singh, was an illegal alien from India, according to the DHS. The crash resulted in Dalilah, who was just five years old at the time, sustaining serious injuries that left her unable to walk, talk, eat, or attend kindergarten. Her femur was broken, and her skull was fractured, per the DHS, and she was then diagnosed with diplegic cerebral palsy and will require lifelong therapy.
While the DHS was under the leadership of former Secretary Kristi Noem, the alleged perpetrator of this horrific crime, Singh – who crossed into the United States in 2022 over the open border – was arrested in Fresno, California. Despite his illegal status, he had been issued a commercial driver’s license in the state – an all too frequent occurrence.
“This is sadly another example of Gavin Newsom’s California Department of Motor Vehicles issuing an illegal alien a Commercial Driver’s License,” Noem said in a statement at the time. “How many more innocent people must become victims before Gavin Newsom stops playing games with American lives?”
According to the U.S. Department of Transportation, California has allegedly issued more than 20,000 active CDLs to foreign drivers in violation of federal safety regulations and standards.
Dalilah’s father, Marcus, said in a press release that his family is traveling the nation, advocating for the “Delilah Standard.”
“We’re going to go around to all the governors and ask them to sign the Dalilah Standard, and pledge their state to the Dalilah Standard, which will stop illegal immigrants from truck driving and will put harsher laws on trucking,” he said. “If a trucking company is in their state and they violate ELP or any of the Dalilah Law, the trucking company will be closed down.”
